The films follows Frederick Frenger, a psychopath killer who has just been released, and grizzled cop Sgt Hoke Mosely, who seem to be a bit old for the job. Since Frederick doesn't change his mind and continues committing the crime, it's no doubt that the two will have tough confrontation to define the winner.
